The newer Ford Explorer's incorporate a starter relay in the engine compartment junction box. These relays have as much problems as the fuel pump relays.
On no start problems, check to make sure that the positive battery cable is intact from the battery terminal to the starter.

Check voltage with the key to START, at the starter positive battery cable lug.
If it doesn't show battery voltage, then there is a problem with the battery cable.
The Explorer's have had problems with the cable, right where the cable meets the positive battery terminal, as the cable, bends downward, often breaking the cable.

If the cable checks out, the battery load tests ok, you have power to the start signal wire on the starter when the key is turned to start (the small wire) and relay has power going out (terminal 87), then check that the neutral safety switch is working properly. Sometimes, if the neutral safety switch his having problems, shifting to neutral will allow it to start.
