I am working on a 1999 IH 4700 single axle dump truck ,with a 7.3 engine and a MD 3560 Allison trans. It looks like there are 2 filter accesses in the bottom of the pan. I need to service the trans, can you give me some advice? Thank you

Hi, I would start with getting your 2 filters & about 4 - 5 jugs of Allison trans fluid. You can use synthetic if you like. While you are getting the parts use your truck & it will warm the fluid & make it flow better to drain. So drain it all by removing the drain plug on the trans like on your engine. Remove the 2 caps like you wrote about for the filters. Coat the filters a bit with new trans oil , install & reinstall the covers. Reinstall the plug after all the fluid has drained. Install a funnel into the transmission dipstick tube area where you check the level. Slowly pour in new trans oil in & keep checking the level until it appears on the dipstick.  Have  more trans fluid ready & then start the engine in neutral. pour in more trans oil with it running until it reaches the full mark. If a little too much is put in don't worry as it may just spit it out later. Make sure you don't have any leaks underneath & then reinstall dipstick. Done. Keep extra fluid for next change & write down your mileage for your records. You can also write down the amount of fluid you used & the part #'s filters. You might actually be able to buy the fluid cheaper by the pailfull. Cheers !
